DBCC To Take Action On Citizen's Police Review Board

Daytona Beach, FL - The Daytona Beach City Commission will hear the second reading of an ordinance to establish a Citizen's Police Review Board. The ordinance reads as follows:  PUBLIC HEARING  establishing a Citizens' Police Review Board to foster transparency, enhance communication, and ensure a relationship of trust and respect between the City's Police Department and the community by creating an unbiased panel of citizens to review police disciplinary investigations and issues relating to law enforcement policies and procedures that are of importance, or of interest to the community and the City, and to increase and demonstrate police accountability and credibility with the public.

The recommendation by city staff is for there to be a Commission Action and the action should be to Motion to adopt the Ordinance.

Another item on the agenda pertains to removing twelve derelict vessels from the Halifax River. The City Commission recently adopted resolutions authorizing the submittal of grant applications to the Florida Fish and Wildlife Commission (FWC) for the removal of derelict vessels in the City’s jurisdictional waterways. 

The work needs to get started to be in compliance with the conditions of the grant which states that all work must be under contract and or completed by August 31, 2020. Salty Marine, Inc., dba Sea Tow Daytona/Ponce/New Smyrna has agreed to remove the remaining vessels identified in the grant applications and the two others damaged by Hurricane Irma. 

The Police Department is requesting the waiver of the competitive bidding process as outlined in the Code of Ordinances which would allow the derelict vessel removal to occur expeditiously and without additional cost to the City.  Funds available in the Police Grant Fund ($72,595) and the General Fund ($35,234).

Daytona Beach chief of Police Craig Capri is recommending adoption of the resolution. 

The DBCC meets Wednesday evening (July 15th) at 6 p.m. in City Hall. Masks are required. You still have time to submit a comment on these agenda items and other issues.
