Bunnell, FL - The Flagler County Sheriff's Office (FCSO) Real Time Crime Center (RTCC) played a big part in the apprehension and arrest of convicted felon 40-year-old Caisy Frank on Wednesday (March 31).
Flagler Sheriff Debuts New Real Time Crime Center
On March 30, FCSO responded to a vehicle break-in at Washington Oaks State Park. The victims reported a firearm, money, and several credit cards were stolen and of them said that his credit cards had been used at Target and Walmart in Palm Coast.
Surveillance footage was gathered and the suspect vehicle appeared to be a newer GMC Yukon. Investigators, using the RTCC, were able to locate a vehicle matching the description. They tracked the vehicle from the park to Target and discovered the car was a rental from Orlando. FCSO General Assignment Detectives then tracked it to John D. McArthur State Park in North Palm Beach. That information went to the Florida Fish and Wildlife Conservation Commission (FWC). They located the vehicle in the park, at which point, the vehicle fled. FWC pursued until Frank had nowhere left to go because the Donald Ross Bridge in Juno Beach, a drawbridge, was in the open position.
Frank began throwing items and evidence over the bridge, including a firearm before being secured by FWC. The firearm was recovered and confirmed to belong to a victim from the Washington Oaks Gardens vehicle burglary. A search of the vehicle found located a Target and Walmart bag containing items that were purchased fraudulently at the Target and Walmart in Flagler County using the stolen credit cards.
A convicted felon in Florida, Frank is also a fugitive from Georgia and New York with an active warrant from Georgia for Larceny from an Automobile, and an active warrant from New York for Parole Violation for a weapon’s offense.
“This type of crime would have taken days, to months, and possibly years or maybe never solved if we had not implemented cutting edge technology and created our Real Time Crime Center,” Sheriff Staly said. “The work of our crime analytics team along with constant communication between detectives and other agencies allowed law enforcement to arrest him once we found his current location. Of course a raised draw bridge helped too! This is a great example of how serious we are about keeping our community safe, keeping crime out of Flagler County and felons where they belong in jail. Don’t come to our county to commit crimes. We are going to get you.”
FWC took Frank into custody and taken to the Palm Beach Sheriff’s Office (PBSO) jail. He was charged by FWC with Fleeing to Elude and Burglary, with other charges against him in multiple counties including Driving While License Suspended, Reckless Driving, Possession of Drug Paraphernalia, Possession of Cannabis, Tampering with Evidence, out of County Warrants, Possession of a Firearm by Convicted Felon, and Giving False Name to Law Enforcement Officers and being a Fugitive from Justice.
There's also the charges from FCSO: Burglary, Grand Theft of a Firearm,
Possession of a Firearm by a Convicted Felon, two counts of Fraudulent Use of a Credit Card and two counts of Grand Theft. For those charges he is held on a $105,000 bond. The investigation continues and more charges are possible.
