Gym Locker Thief Caught With Help Of LPR

Deltona, FL - The suspect in a number of thefts from gym lockers in Volusia County is in jail after a License Plate Reader (LPR) alerted deputies to his vehicle Saturday (May 15) evening. Members of the Deltona Crime Suppression Team spotted 62-year-old Thomas Dugan's white Ford F-150 and attempted a traffic stop.

Dugan fled from the stop but another deputy nearby was able to deploy stop sticks on the truck, causing the suspect to come to a stop in a parking lot

The suspect is from Orlando but he's facing charges in multiple cases, including from three separate municipalities in Volusia County. Investigators say that Dugan was caught on video stealing a woman's backpack at Anytime Fitness last Tuesday, May 11. He's also on video using her credit cards at multiple stores in the area. On Saturday, May 15, he cut the lock on a man's locker at the Planet Fitness in Orange City. Investigators say that he stole the victim's keys, entered his car, stole his credit cards, and used them at two stores in the area. 

In Volusia County, Dugan faces these charges:

From the Volusia Sheriff's Office (VSO): Fleeing or attempting to elude law enforcement, possession of burglary tools, possession of a schedule II substance, possession of narcotic paraphernalia.

From Ormond Beach PD: Illegal use of credit cards (3 counts) and petit theft.

From Orange City PD: Burglary, burglary of a conveyance, illegal use of credit cards, possession of a stolen credit card, grand theft, and possession of burglary tools.

Dugan's bond is set at $32,000. He has a first appearance this afternoon at 1:30 p.m.
