Palm Coast, FL - The city of Palm Coast is in the midst of a 120-day moratorium while the City Council determines if there should be changes to regulations for what they term “ small box stores." There are currently six dollar stores in Palm Coast -- four Dollar Generals and two Dollar Trees. It began on January 14, 2020, with a resolution passed by City Council for "legislation in progress," which Community Development Officer Jason DeLorenzo says immediately stops the clock.
DeLorenzo says that setting up a moratorium has to follow specific rules. "It has to go by ordinance and it also has to go through the Planning Board. City staff writes the ordinance, the Planning Board reviews, approves it and then recommends to City Council, which is where we are at right now."
During a workshop set for tomorrow, DeLorenzo said city staff will provide Council members with some options on how to proceed. * If they select some changes, we will make the changes to the Land Development Code, take it back to the Planning Board because they have to make the recommendation. If they do make the recommendation to the City Council, the ordinance will go for a first reading on April 7."
The moratorium is scheduled to end on May 12, with the possibility of a one-month extension. Tomorrow’s workshop begins at 9 a.m. at City Hall.
