VCC Approves Confirmation Of Three Department Heads

DeLand, FL - Volusia County now has a permanent Community Information Director and new faces as Airport Director and Ocean Center Director. 

Kevin Captain has been the Interim Community Information Director since October 2019 and according to Volusia County Council members, has really stepped up during the COVID-19 pandemic.  County Manager George Recktenwald said Captain's qualifications were right for COVID-19. "He's been a clinician, an educator, a manager, and a director in trauma centers and emergency departments. This is why, this COVID thing, no one knows more about it than Kevin when he's up there, talking, as far as county staff."

Karen Feaster has earned the position of Airport Director, according to Rick Karl, who's been serving in a dual capacity as Aviation & Economic Resources Director and Airport Director. Feaster has been serving as Deputy Director and Recktenwald says she has worked her way up through the ranks. "Karen started here as an intern. She's a graduate of Embry-Riddle University and you couldn't work your way up any farther than the way Karen has done it. She has really been functioning as the Airport Director for several years."

Tim Riddle has been Deputy Director at the Ocean Center since August of 2017.  He will become the Director as current Director Don Poor will be retiring soon.  Poor has been the Director since the Ocean Center was expanded 11 years ago. Recktenwald said the Riddle is a problem-solver and works well with the stakeholders in the Ocean Center. He said Riddle also did well as a warehouse manager while working with Emergency Management during the pandemic.

Mike Dyer was confirmed on June 2 as County Attorney and during today's meeting, his contract was approved with a base annual salary of $207,000.
