DeLand, FL - An item on today's Volusia County Council consent agenda and an item on the discussion agenda both pertain to Amendment 10, which doesn't go into effect until January 5, 2021. Volusia County Manager George Recktenwald and Business Services Director Jeanine Jennings say the County has to have plans in place well before that time.
The item from the consent agenda 'D', calls for a software system to be purchased for the County's Revenue Division, which is separate from the Tax Collector's Office. County Manager George Recktenwald explained that there are some items that will remain in the County's purview which require the purchase of software separate from what the Tax Collector's office will use. "There will be parts of what we cashier left behind, that will not be part of the Tax Collector. Things like water bills, landfill charges, when we collect fees for permits, and that type of thing. So we still need a revenue division" VCC approved the purchase.
Item 15, from the discussion portion of the agenda, is a resolution to approve the transition plan for the Tax Collector's Office. Recktenwald says they've modeled the agreement for the Tax Collector's Office on the ones made with the Elections Office and the Property Appraiser's Office. "This is our final transition plan. The timing on this also has to do with getting financial stuff in order with the banks. The banks wanted to have a plan in place now so that we could start setting that stuff up." He said down the road there will be changes but that's been taken into consideration.
