Flat Tires + Reckless Driving = Arrest Of Two Drug Traffickers By FCSO


Ormond Beach, FL - Two flat tires were just the beginning of trouble for 34-year-old Steven Magnolia and 29-year-old Alyssa Humphrey on Tuesday. They are both in the Flagler County Jail on multiple drug charges.

Flagler County Sheriff's deputies responded to a call for a reckless driver traveling northbound on US1 near Plantation Bay Road on flat tires. They found a 2006 silver Lincoln on the side of the road with two flat tires, which Magnolia was attempting to fix.

When questioned, Magnolia told deputies that they'd just bought the car with bad tires. He explained that they popped on his way to Bunnell. Deputies observed a knife in his waistband, which deputies took for officer safety. Deputies also noted that both Magnolia and Humphrey had "pinpoint pupils, slurred speech, very slow movement, and could not follow directions or commands."

Humphrey asked to get her phone from the car. She was allowed to while a deputy accompanied her.  The deputy observed, in plain sight, a plastic bag with green plant material inside. When asked about it, She said it was a "nugget," (slang for marijuana) and asked the deputy to write her a ticket for the weed. The report states that she then asked for her purse. When she went inside the car to get the purse, the deputy observed Humphrey going through the purse and the center console attempting to hide something. It appeared to be a plastic bag with a white powdery substance. She was asked to step away from the car without her purse. Deputies now had probable cause to search the car.

The search turned up a plastic bag with gray powdery substance inside (suspected to be heroin or fentanyl", scale, glass pipe, a lighter, Mannitol (a cutting agent) in the center console. A female officer was requested. She found a plastic straw in Humphrey's bra.

The suspected drugs were field tested. The gray powdery substance was about 21.44 grams of Fentanyl. The white powdery substance was 7.89 grams of cocaine.

Magnolia is charged with Possession of Drug Paraphernalia/Equipment and Trafficking Fentanyl. He’s being held on a $50,500 bond. Humphrey is charged with Possession of Drug Paraphernalia/Equipment, Possession of Cocaine, and Trafficking Fentanyl. She’s being held on a $53,000 bond.

“This is a great example of ‘see something, say something’ and I’d like to thank the caller who notified us of the reckless driver,” Sheriff Staly said. “These two drugged space cadets were so impaired we are thankful they didn’t kill anyone before they destroyed their tires. They also had enough fentanyl to kill many people. I commend our deputies for another job well done protecting our community from this poison and these two selfless individuals.”
