
UPDATE (07-29-19): A new forecast from the National Hurricane Center shows that Invest 95L has a minimal chance of forming into an organized storm within the next few days.
Their latest outlook shows that shower activity within 95L has decreased and that atmospheric and land conditions should inhibit further development of 95L.
However, despite unfavorable conditions, 95L could still bring heavy rains and over portions of the Bahamas, Puerto Rico and the Greater Antilles during the next few days.
Coastal parts of Florida could also see an increase of rain, but again formation chances seem low.

Miami, FL - Right now, its name is Invest 95L. But, as it continues to develop, the state of Florida could be calling it Chantal.
The latest five-day outlook from the National Hurricane Center shows a system developing over the Caribbean that's already expected to bring heavy rain and flooding to Puerto Rico and Hispaniola in the next few days.
NHC is monitoring a tropical wave located over the eastern Caribbean Sea, which could produce locally heavy rain and flash flooding over Puerto Rico and Hispaniola during the next few days. The current track of the system shows it moving west-northwestward towards the Straits of Florida and the Bahamas, which could offer some favorable conditions for development later on in the week.
The system currently has a 20% chance of developing into an organized storm. If and when it does, the storm will be named Chantal, making it the third named storm of the 2019 Atlantic Hurricane Season and the second to form near the Sunshine State.
